Public Comment Period Announced - Weldon Spring Superfund Site, St. Charles, Missouri
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7, the U.S. Department of Energy (DOE), and the Missouri Department of Natural Resources (MDNR) have entered into a new Federal Facility Agreement (FFA) for the DOE’s Weldon Spring Site near St. Charles. The new FFA is now available for public comment.
FEDERAL FACILITY AGREEMENT
The new FFA is entered into pursuant to Section 120(e) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly referred to as the Superfund Law. The new FFA addresses the long-term surveillance and maintenance of the site and defines the roles and responsibilities of the three agencies.
PUBLIC COMMENT PERIOD
EPA is now accepting comments from the public for a period of thirty (30) days beginning April 19th, 2006. Comments must be received by May 19th, 2006. Upon completion of the public comment period, the agencies will review all comments and determine whether any modification to the FFA should be made.

Copies are available onsite at the Weldon Spring Interpretive Center and the Middendorf-Kredell Library in O’Fallon and at EPA’s Record Center in Kansas City. Addresses to these locations are provided below.
BACKGROUND
The DOE’s Weldon Spring Site became contaminated as a result of
processing and disposal activities that took place from the 1940s through
the 1960s. The site was initially used by the U.S. Army to produce explosives
for the war effort, and was subsequently used by the Atomic Energy Commission
to process uranium ores. Cleanup at the site has been completed and the
Long-Term Surveillance and Maintenance Plan was approved by EPA in 2005.
DOE has transitioned the site to its Office of Legacy Management for long-term
care. The new FFA defines the roles and responsibilities of DOE, EPA,
and MDNR in the post-cleanup phase.
