EPA to Hold Public Meeting on Proposed Plan, Parkview Well Superfund Site, Grand Island, Nebraska

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) is releasing a proposed plan to address the remaining source area and ground water contamination at the Parkview Well Superfund Site in Grand Island, Nebraska.

The Proposed Plan recommends final actions that will prevent further source area contributions to ground water contamination, and reduce ground water contamination concentrations to below health-based levels.

EPA is asking for your comments on the proposed plan. Although EPA is recommending an action to address the contamination, a final decision will not be made until EPA evaluates all comments from the public. EPA will then publish a Record of Decision (ROD). The ROD will also include a summary of EPA's responses to the comments received during the public comment period.

BACKGROUND

Ground water contamination was discovered in 1999 through investigations of the public water supply system by Nebraska Health and Human Services. Industrial chemicals (chlorinated solvents) are the contaminants of concern. This site is best described as consisting of two ground water plumes. The Northern Study Area Plume (Northern Plume) originates on the Case New Holland (CNH) facility.

The Southern Plume originates on the property located at 3304 Engleman Road, currently occupied by Industrial Services Corporation.

The Northern Plume does not contain chlorinated solvent contamination above Safe Drinking Water Act (SDWA) maximum contaminant levels (MCLs) east of the CNH facility and west of the Parkview Subdivision. The Southern Plume contains chlorinated solvents exceeding SDWA MCLs and extends into the Parkview subdivision.

SUMMARY OF REMEDIAL ALTERNATIVES

A full comparison of the final remedial alternatives appears in the Feasibility Study Report, which can be found in the administrative record file for the site. A list of the remedial alternatives evaluated in that report is presented below.

Common Elements of Alternatives 3-8 - Ground water monitoring will be used to assess performance of remedial systems. Periodic vapor intrusion sampling will be conducted. Institutional controls such as proprietary controls (restrictive covenants, etc.) will be implemented at the 3304 Engleman Road property, to prevent any potential exposure to contaminated soils and ground water.

EPA's preferred alternative is Alternative 5 - In Situ Chemical Oxidation and includes the following components:

EPA REMOVAL ACTION

EPA will be conducting a removal action in the near future to address source materials located along the western portion of the building at 3304 Engleman Road South. This action will involve excavation and disposal of contaminated soils immediately adjacent to the building. The final remedy will address residual contamination remaining in the ground water.

ADDITIONAL SAMPLING

EPA will be collecting and subsequently analyzing samples of indoor air and water from selected homes located directly above the ground water contamination. This sampling will occur in August.

EPA TO HOLD COMMENT PERIOD AND PUBLIC MEETING

EPA will hold a public meeting to provide information on the proposed plan for the Parkview Well Superfund Site. The public meeting will be held:
