EPA Announces Public Meeting and Comment Period, Riverfront Superfund Site, OU4, New Haven, Missouri
INTRODUCTION
EPA Region 7 and the Missouri Department of Natural Resources (MDNR) are releasing a Proposed Plan to address contamination at the Riverfront Superfund Site, Operable Unit 4 (OU4) in New Haven, Missouri. The Proposed Plan recommends actions to address soil and ground water contamination at OU4.
EPA and MDNR are asking for your comments on the Proposed Plan. Although EPA is recommending an action to address the contamination, a final decision will not be made until all public comments are reviewed. A 30-day public comment period will run from December 31, 2008 through January 29, 2009. A public meeting is scheduled for January 6, 2009, from 7:00 p.m. to 9:00 p.m. at the Trinity Lutheran Church in New Haven. EPA representatives will summarize OU4 investigations at the meeting.
Community members may comment at the meeting or submit comments by mail or electronically through January 29. After all comments have been evaluated, EPA and MDNR will make a decision, which will be published in a Record of Decision (ROD).

In 1986, tetrachloroethene (PCE) was detected in two public water-supply wells in the northern part of the city of New Haven.

Following the discovery of the PCE contamination, two new public-supply wells were installed in the southern part of the city. Based on information obtained through site investigations, EPA divided the Riverfront Site into six operable units. OU4 was designated in 2000 after PCE was detected in a bedrock monitoring well south of the closed public well W2. OU4 encompasses much of the east half of the city north of Highway 100.
To delineate the presence of PCE in ground water at OU4, EPA installed monitoring wells in the Maiden Lane area. EPA also collected soil samples to determine the extent and location of PCE soil contamination at OU4. Based on soil sampling data, EPA conducted an OU4 removal action in 2007. The removal action involved the injection of a chemical oxidant designed to reduce PCE contamination in soil throughout OU4.
EPA has completed the Remedial Investigation/Feasibility Study (RI/FS) for OU4. The Proposed Plan summarizes findings and recommendations from the RI/FS. The Proposed Plan also provides details about three Remedial Alternatives which were considered for OU4.
THE PREFERRED ALTERNATIVE
EPA recommends Alternative 3 as the Preferred Alternative for addressing soil and ground water contamination at OU4. Alternative 3 requires soil treatment, soil and ground water monitoring and institutional controls.
The proposed soil treatment would be similar to the two chemical oxidation applications performed during the 2007 removal action. Soil monitoring would involve the collection and analysis of soil samples to determine the effectiveness of the chemical oxidation treatments. Scheduled ground water monitoring would involve the collection and analysis of ground water samples to track the location and level of PCE contamination. A gradual decline in ground water contamination may occur naturally and can be confirmed with this monitoring. If the monitoring data indicates that further remedial action is necessary, the agencies would begin implementing necessary actions.
Institutional controls would include the well construction requirements that have been imposed on the area, including OU4, by the state of Missouri; public educational and informational activities to prevent human contact with contaminated soils and consumption of ground water; and may also include the imposition of activity and use limitations through environmental covenants.
EPA and MDNR believe Alternative 3 would protect human health and the environment and provide a cost effective approach for addressing soil and ground water contamination at OU4.
