Region 8 Clean Diesel Projects Receive Over $17 Million in ARRA Funds


   

In an effort to create jobs, boost local economies, reduce diesel emissions and protect human health and the environment, EPA has awarded more than $17.5 million to replace, re-power and retrofit engines in school buses, heavy-duty trucks, agricultural vehicles, and construction vehicles in Colorado, Montana, North Dakota, South Dakota, Utah and Wyoming. The funding is provided through the American Reinvestment and Recovery Act (ARRA) of 2009, National Clean Diesel Funding Assistance Program.

The projects will significantly reduce particular matter (PM), nitrogen oxide, and carbon monoxide emissions which can help reduce premature deaths, asthma attacks and other respiratory ailments, lost work days, and many other health impacts every year. Reductions in greenhouse gas emissions will be substantial.  Additional benefits include significant fuel savings and associated operational costs and targeted health benefits for sensitive populations, including children.

ARRA Funds for Diesel Emission Reduction Projects in Colorado

City and County of Denver “Retrofit Snow Plows, Refuse Vehicles, Heavy Duty Equipment, & Biodiesel”
In collaboration with Denver International Airport and Denver Water, the City and County will retrofit 9 snow plows with fuel operated cab heaters, 48 refuse vehicles with fuel operated hydraulics and cab heaters, and 53 heavy duty diesel vehicles with diesel oxidation catalysts, and closed crankcase filtration devices, and well as increase the use of biodiesel fuel.  It is estimated that this $700,000 project will remove 405.5 tons of pollution from the air each year.

Colorado Department of Public Health and Environment “Emissions Control Solutions for Long Haul Trucks”
This project was awarded $850,000 to provide a cost share opportunity to180 individual long-haul truckers to purchase auxiliary power units or battery air conditioning systems for their vehicles. It is estimated that 1,435.9 tons of pollution will be removed from the air each year.

Regional Air Quality Council “Retrofit Over-the-Road Truck Fleets, Oil & Gas Vehicles, and School Buses”
The RAQC was awarded $1,020,144 and is using $250,000 in matching funds to install 100 auxiliary power units, 20 diesel oxidation catalysts, 56 fuel operated heaters, 44 thermal coolers, 10 full sets of SmartWay low rolling resistance tires, 20 SmartWay gap fairings, conduct on engine repower, and install on combination diesel oxidation catalyst and closed crankcase filter. An estimated 2,891.2 tons of pollutants will be removed annually from the air.

State of Colorado Grant, implemented by the Colorado Department of Health and Environment “School Bus Retrofits”
The State of Colorado was awarded $1,730,000 to implement the Diesel Emissions Reduction Act in the State. It is estimated that over 350 school buses in Weld, El Paso, and Mesa Counties will be retrofitted with engine pre-heaters, diesel oxidation catalysts, and closed crankcase filtration units. An estimated 190.2 tons of pollution will be removed from the air annually.

ARRA Funds for Diesel Emission Reduction Projects in Montana

Montana Department of Environmental Quality “Repower 4 Coal Hauling Dump Truck Engines”
In partnership with Decker Coal Company, the State plans to share the cost of the repowers of four oversize dump truck engines owned an operated by Decker Coal Company. An estimated 356.4 tons of pollution will be removed from the air annually, using the $700,000 in federal funds and $233,333 in matching funds from the company.

State of Montana Grant, implemented by the Montana Department of Environmental Quality “School Bus Retrofits”
The State of Montana was awarded $1,730,000 to implement the Diesel Emissions Reduction Act within the State. It is estimated that 31 school buses will be replaced with new, low emission buses. ARRA Funds for Diesel Emission Reduction Projects in North Dakota

Mid-Dakota Education Cooperative “School Bus Retrofits and Replacements”
This project was awarded $450,000 and is being matched with $573,226 in leveraging funds by the Cooperative. The project will replace 1 bus in each of the 9 school districts with a new, low emission school bus; as well as retrofit 66 school buses with fuel operated heaters. The resulting pollution reduction is estimated at 3,130.7 tons annually.

State of North Dakota Grant, implemented by the North Dakota Department of Health “School Bus Replacements”
The State of North Dakota was awarded $1,730,000 to implement the Diesel Emissions Reduction Act within the State. The State has projected that 40 school buses will be replaced with new, low emission buses in a cost share program with the school districts. An estimated 6.7 tons of pollution will be removed from the air annually. The state will use any remaining dollars to repower existing school buses. ARRA Funds for Diesel Emission Reduction Projects in South Dakota

Sioux Falls School District “School Bus Retrofits and Replacements”
This project was awarded $500,000 of Recovery Act funds and will leverage $430,000 in matching funds to replace 10 school buses with new, low-emission buses as well as install 20 fuel-operated heaters on the existing fleet. An estimated 204 tons of pollution will be removed from the air annually.

State of South Dakota Grant, implemented by the South Dakota Department of Environment and Natural Resources “School Bus Retrofits”
The State of South Dakota was awarded $1,730,000 to implement the Diesel Emissions Reduction Act within the State. It is estimated that 74 school buses will be replaced with new, low emission buses by sharing the cost with the districts with an estimated 12.9 tons of pollution will be removed from the air annually. ARRA Funds for Diesel Emission Reduction Projects in Utah

Utah Department of Environmental Quality “Retrofit, Repower, and Replace Agricultural Vehicles”
This project will replace 12 tractors, repower 21 pieces of heavy-duty agricultural equipment, and install 30 auxiliary power units on agricultural vehicles. $750,000 in Recovery Act funds awarded  to the Department of Environmental Quality will be supplemented by $406,000 in leveraged funds from vehicle owners. An estimated 241.7 tons of pollution will be removed from the air annually.

State of Utah Grant, implemented by the Utah Department of Environmental Quality “School Bus Retrofits and Replacements”
The State of Utah was awarded $1,730,000 to implement the Diesel Emissions Reduction Act within the State. It is estimated that 21 school buses will be replaced with new, low emission buses by sharing the cost with the districts, and 306 school buses will be retrofit with diesel oxidation catalysts and closed crankcase filtration units. ARRA Funds for Diesel Emission Reduction Projects in Wyoming

Wyoming Department of Environmental Quality “Retrofit Non-Road Construction Equipment”
This project was awarded $2,115,077 in Recovery Act funds to install 50 diesel oxidation catalysts, 13 diesel particulate filters, upgrade 17 engines and repower 10 engines on the natural gas fields of Sublette County. An estimated 12.7 tons of pollution will be removed from the air annually.

State of Wyoming Grant, implemented by the Wyoming Department of Environmental Quality “School Bus Retrofits and Replacements”
The State of Wyoming was awarded $1,730,000 to implement the Diesel Emissions Reduction Act within the State. It is estimated that 10 school buses will be replaced with new, low emission buses, and approximately 500 school buses will be retrofit with diesel oxidation catalysts and closed crankcase filtration units. An estimated 9 tons of pollution will be removed from the air annually.


ARRA Funds for Diesel Emission Reduction Projects: Regional

Cascade Sierra Solutions “Retrofit Long-Haul Trucks”
This project was awarded $850,000 to install 51 diesel particulate filters and 105 auxiliary power units on vehicles throughout the region. Individual truck owners will share the cost of the equipment. 1,663.2 tons of pollution is estimated to be removed from the air annually.
