Recovery Act: Drinking Water State Revolving Fund (DWSRF) & Clean Water State Revolving Fund (CWSRF) Programs


   

The American Recovery and Reinvestment Act of 2009 (Recovery Act) will provide significant levels of funding for states to finance high priority infrastructure projects needed to ensure clean water and safe drinking water. The EPA section of the ARRA includes $6 billion in the STAG account: $4 billion for the Clean Water State Revolving Fund (CWSRF) and $2 billion for the Drinking Water State Revolving Fund (DWSRF) capitalization grants. This includes a 1.5% allocation to the Clean Water Indian Set-Aside Grant Program and DWSRF Tribal Set-Aside Program. Funds will remain available for obligation until September 30, 2010. Additionally, EPA has the authority to retain up to 1% of the funds appropriated for management and oversight.

EPA Administrator Lisa Jackson identified three priorities for the Recovery Act SRF funds: 1) Create jobs, 2) Build infrastructure, and 3) Make headway on "green projects."

States must make an effort to procure at least 20% of their grants for green projects, including green infrastructure, energy or water efficiency, and environmentally innovative activities. EPA has a number of websites that can help communities identify potential projects and activities that may be eligible for funds. Waiver of this requirement may be granted if necessary in order to minimize the delay of job creation. A total of $3.94 billion in CWSRF money was allocated, of which Region 8 states received 3.2%, or $128,954,000. Of the $2 billion total in DWSRF money, $131,852,000 (or 6.6%) went to Region 8 states.
