The CSA Program is a voluntary, non-regulatory program that provides a variety of resources to facilities handling hazardous chemicals. Voluntary CSA visits allow the EPA to assist facilities with proper chemical handling practices and release prevention measures, as well as emergency response procedures and overall safety guidance.
Prior to conducting a CSA, EPA representatives communicate with facility personnel in order to coordinate the goals of the visit and areas of specific concentration that would most benefit the facility. EPA representatives then visit the facility with an average timeframe of 4-8 hours. The CSA visit generally focuses on areas of concern to the specific industry and is followed with recommendations, resources, and general guidance.
The CSA program has provided the opportunity for greater cooperation and communication with state and local officials as a result of their participation in the process and associated training and outreach activities. State and local participants stress the beneficial aspects of the program from increased government-industry coordination to enhanced understanding of chemical process safety issues in the community.
