Region 8

Pesticides Tribal Assistance

The EPA recognizes tribal authority to regulate activities that impact the environment and the health of residents in Indian country.

Six of the recognized tribes in the Region 8 area receive funding from EPA to conduct pesticide enforcement activities. The funding allows these tribes to conduct inspections of pesticide applicators and to provide outreach to applicators and residents on endangered species, water quality, worker protection and integrated pest management in schools.

In addition to funding individual tribal programs, EPA also works with tribes to provide pesticide enforcement and outreach through the role of circuit rider. Three tribal circuit riders currently provide inspection and outreach activities on six reservations and may also respond on an emergency basis where needed. Tribes with pesticide programs are:

* Circuit rider program - circuit rides to Cheyenne River Sioux Tribe reservation, Lower Brule Sioux Tribe reservation, Crow Creek Sioux Tribe reservation, Flandreau Santee Sioux Tribe, Rosebud Sioux Tribe, Sisseton-Wahpeton Sioux Tribe, Turtle Mountain Band of Chippewas and Yankton Sioux Tribe.

Region 8 Pesticides program staff act as technical advisors to tribal program officials and to the Region 8 Tribal Assistance Program staff, providing guidance in writing work plans and answering technical questions that come up in the course of normal daily program activities.

Margaret Collins is the assigned advisor to the North Dakota Standing Rock Sioux and Mandan, Hidatsa, Arikara Nation (Three Affiliated Tribes) pesticide programs.

Judy Bloom is the assigned advisor to the South Dakota Oglala Sioux Tribe and Cheyenne River Sioux Tribe Tribal pesticide programs and temporarily assigned to the Montana Confederated Salish & Kootanai Tribes and the Assiniboine & Soiux Tribes pesticide programs.
