The Drinking Water and Clean Water State Revolving Fund programs at EPA Region 8 provide money, in the form of grants, to the state governments of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. States use grant money to offer loans to communities and other recipients to finance drinking water and water quality projects. Tribes are also eligible for funding under these programs (see the Region 8 Tribal Set-Aside Web page ). The programs are managed by the states. Loans, or other types of assistance, are distributed according to each state's program and priorities.
The Drinking Water State Revolving Fund (DWSRF) is a loan program which provides low-cost financing to eligible entities within the state and tribal lands for public and private water systems infrastructure needs. The 1996 Amendments of the Safe Drinking Water Act, Section 1452, created the DWSRF program. There are three priorities of the DWSRF program: 1) Protect public health, 2) Compliance with drinking water standards, and 3) Affordable access to drinking water. Communities with great economic need (disadvantaged communities) may be targeted for extra assistance under individual state rules. The Clean Water State Revolving Fund (CWSRF) is a loan program which provides low-cost financing to eligible entities within the state and tribal lands for water quality projects including all types of nonpoint source, watershed protection or restoration, and estuary management projects, as well as more traditional municipal wastewater treatment projects. This program supports achievement of the goals of the Clean Water Act. Needs Surveys
Drinking Water: Local water utilities must make significant investments to install, upgrade, or replace equipment in order to deliver safe drinking water and protect public health. Every 4 years, EPA conducts a survey of the anticipated costs of these investments and reports the results to Congress. The results are also used to help determine the amount of funding each state receives for its Drinking Water State Revolving Fund program.
Clean Watersheds: EPA’s Office of Wastewater Management, in partnership with states, territories and the District of Columbia, conducts the Clean Watersheds Needs Survey every 4 years.
American Recovery and Reinvestment Act of 2009:

The American Recovery and Reinvestment Act of 2009 (ARRA) provided significant levels of funding for states to finance high-priority infrastructure projects needed to ensure clean water and safe drinking water.
