December 7, 2012 - EPA proposes to approve partially and disapprove partially the remaining portions of Arizona's Regional Haze State Implementation Plan (SIP).

Adequacy Review of SIP Submissions for Conformity

In EPA's adequacy review, the Agency determines whether the motor vehicle emissions budgets in the State Implementation Plan (SIP) are adequate for conformity purposes.

May 9, 2013 - Arizona Regional Haze SIP – Proposed Partial Approval/Partial Disapproval of Arizona’s Regional Haze State Implementation Plan

This new proposal modifies EPA’s positions on Arizona's Regional Haze State Implementation Plan (SIP) as laid out in our previous proposal, published in the Federal Register on December 21, 2013. The Regional Haze Program’s goal is to reduce emissions of pollutants that impair visibility at protected national parks and wilderness areas, known as Class I areas. 

Arizona Regional Haze SIP - Proposed Partial Approval/Partial Disapproval of Remaining Portions of Arizona's Regional Haze State Implementation Plan (SIP)

December 7, 2012 - EPA proposes to approve partially and disapprove partially the remaining portions of Arizona's Regional Haze State Implementation Plan (SIP). The Regional Haze Program's goal is to reduce emissions of pollutants that impair visibility at protected national parks and wilderness areas, known as Class I areas.

Arizona Regional Haze SIP - Partial Approval/Partial Disapproval of State Plan and Federal Plan

November 15, 2012 - EPA is taking final action to approve in part and disapprove in part Arizona's plan to control air pollution at Apache Generating Station, Cholla Power Plant and Coronado Generating Station. EPA is also promulgating a Federal Implementation Plan to replace certain elements of the State Implementation Plan. These pollutants contribute to visibility impairment in protected national parks and wilderness areas, known as Class 1 areas, in Arizona and neighboring States.

July 2, 2012 - EPA is proposing to partially approve and partially disapprove Arizona's plan to control air pollution at Cholla power plant, Apache Generating Station and Coronado Generating Station. EPA is also promulgating a Federal Implementation Plan for certain elements of the SIP. These pollutants contribute to visibility impairment in protected national parks and wilderness areas, known as Class 1 areas, in Arizona and neighboring States.

Arizona Infrastructure SIP Requirements for the 1997 8-hour Ozone, 1997 PM2.5, and 2006 PM2.5 National Ambient Air Quality Standards (NAAQS)

On September 27, 2012, EPA partially approved and partially disapproved Arizona’s Infrastructure State Implementation Plan (SIP) submittals for the 1997 8-hour Ozone, 1997 PM2.5, and 2006 PM2.5 NAAQS. This final rule will become effective 30 days after publication in the Federal Register.

Proposed Partial Approval and Partial Disapproval of Arizona's Provisions for the Conflict of Interest Requirements of the Clean Air Act (CAA) for the 1997 Ozone, 1997 Fine Particulate (PM2.5), and 2006 PM2.5 National Ambient Air Quality Standard (NAAQS)

CAA section 110(a)(2)(E)(ii) requires that SIPs contain requirements to comply with the conflict of interest requirements of CAA section 128 regarding boards and heads of executive agencies that approve permits and enforcement orders. On July 20, 2012, EPA proposed to partially approve and partially disapprove Arizona's provisions addressing these requirements. A 30-day public comment period will follow publication in the Federal Register.

Proposed Approval of Arizona's Interstate Transport State Implementation Plan (SIP) for the 2006 Fine Particulate (PM2.5) National Ambient Air Quality Standard (NAAQS)

Clean Air Act section 110(a)(2)(D)(i) requires that SIPs contain adequate provisions to prohibit emissions from adversely affecting downwind states. On July 20, 2012, EPA proposed to approve Arizona's provisions addressing two elements of the interstate transport requirements for the 2006 PM2.5 NAAQS: 1) significant contribution to nonattainment of the NAAQS, 2) interference with maintenance of the NAAQS. A 30-day public comment period will follow publication in the Federal Register.
