Siemens Industries Inc. (or “Siemens”) is a carbon regeneration facility located on the Colorado River Indian Reservation near Parker, Arizona. US EPA is responsible under the Resource Conservation and Recovery Act (RCRA) for permitting facilities that process hazardous wastes on tribal lands.
Siemens uses thermal treatment to regenerate spent carbon so that it can be used again, and has been treating spent carbon since 1992. Each year, this facility receives over 5,000 tons of spent carbon from 30-35 states across the United States. Less than 15% of this spent carbon is considered hazardous waste under EPA regulations.
The Siemens carbon regeneration facility is currently operating under “interim status” as set out under RCRA regulations. Interim status was triggered by the Facility’s submittal of an initial Part A Permit Application, which was endorsed by the Colorado River Indian Tribes (CRIT). CRIT also signed as co-applicant on the Part B permit application, which requests final permit status, on December 14, 2009. This restarted the permit application review which was on standby until the CRIT signature was received.
EPA received Siemens’ revised permit application on 4/27/12 and is currently reviewing the full application for completeness and technical adequacy as part of the permit decision-making process. After the review has been completed, EPA may issue or deny a permit to allow Siemens to continue processing hazardous waste.
