Time Critical Removal Action, Manhattan Avenue Battery Site

INTRODUCTION
The purpose of this fact sheet is to provide information regarding upcoming cleanup activities planned by the U.S. Environmental Protection Agency (EPA) for the Manhattan Avenue Battery Site. Excavation of contaminated soil will begin July 25, 2005, and will continue until September 9, 2005. The site consists of one residential property located at 710 South Manhattan Avenue on the south side of Manhattan, Kansas, adjacent to Wildcat Creek.
BACKGROUND
Historical accounts indicate that former industrial processes conducted on the site from the 1940’s through 1960’s, may have included the use of battery casing materials. These materials were discarded onsite resulting in the contamination of soils on the property. In 2002, the Kansas Department of Health and the Environment conducted a site evaluation, and concluded that the site was contaminated with lead. The site was referred to EPA for further assessment and cleanup in June 2004.
TIME-CRITICAL REMOVAL ACTION
Soils on the site with elevated levels of lead will be excavated and
will then be treated and transported to an appropriate landfill. As contaminated
soil is excavated from the site, it will be replaced with clean backfill,
which will be graded, seeded, and watered to establish cover. Some of
the remaining structures and equipment utilized by former industrial operations
on the site will be removed as well. These items will be sampled for contamination
and disposed of in accordance with applicable requirements. Air monitoring
will be implemented to ensure that removal activities do not generate
elevated levels of airborne dusts and particulates from the site.
The removal action is anticipated to be completed in less than two months.
ADMINISTRATIVE RECORD
EPA Region 7 invites the public to review and comment on the Administrative
Record, which supports the selection of the response action for the Manhattan
Avenue Battery Site. The public comment period will begin July 19, 2005,
and will end August 18, 2005. The Administrative Record is available at
