EPA Announces Proposed Plan and Public Meeting, Second Street Subsite, Hastings Groundwater Contamination Site, Hastings, Nebraska, Operable Unit 12

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) is releasing a proposed plan for a remedial action to address contaminated soils and source materials (Operable Unit 12) at the Second Street Subsite of the Hastings Groundwater Contamination Site, Hastings, Nebraska.

The Proposed Plan recommends actions that will protect human health by eliminating exposure to contaminated soils and source materials and thereby reduce migration of contaminants into the ground water.

EPA is asking for your comments on the proposed plan. Although EPA, in consultation with the Nebraska Department of Environmental Quality, is recommending an action to address the contamination, a final decision will not be made until EPA reviews comments from the public.

A 30-day public comment period will run from July 21, 2006 until August 20, 2006. A public meeting will be held on Wednesday, July 26, 2006 from 7:00 p.m. to 9:00 p.m. at the Hastings Public Library. The community is invited to attend and present comments at the meeting. Written comments will be
accepted until August 21, 2006. After all comments are evaluated, EPA will make a decision, which will be published in a Record of Decision.

The ROD will also include a summary of EPA's responses to the comments received during the public comment period.

THE CONTAMINANTS

Contaminants primarily are BTEX (benzene, toluene, ethylbenzene, and xylenes) and polynuclear aromatic hydrocarbons (PAHs).

ALTERNATIVES FOR REMEDIATION OF CONTAMINATED SOILS AND SOURCE MATERIALS

EPA's recommendation includes actions to prevent exposure to the contaminated soils and source materials. The alternatives for remediation include:

Alternative 1 – No Action

Alternative 2 – Upper Vadose Zone Treatment

Alternative 3 – Isolation

Alternative 4 – Limited Treatment and Containment

Alternative 5 – Treatment

The Preferred Alternative for the final remedy to address OU 12 is Alternative 5.


MARK YOUR CALENDARS

EPA and NDEQ will hold a public meeting to give the community the opportunity to make public comments on the Proposed Plan for the Second Street Subsite of the Hastings Groundwater Contamination Site, Operable Unit 12.

The meeting will be held July 26, 2006, starting at 7:00 p.m. at the Hastings Public Library, Fourth and Denver Streets, Hastings, NE. Written comments must be postmarked no later than August 21, 2006, and should be sent to:
