Record of Decision Issued - Parkview Well Superfund Site, Grand Island, Nebraska

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) has released a Record of Decision (ROD) for in interim remedy for Operable Unit #1 (OU 1) of the Parkview Well Superfund Site.  The remedy will prevent unacceptable exposures to ground water contamination and protect public and private drinking water supply wells.  This action is being taken under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), also known as the Superfund law. The ROD was signed on September 26, 2006.

A public comment period ran from July 21 – August 20, 2006. EPA was available to take public comments on the Proposed Plan at a public meeting on July 27, 2006. EPA recommended specific actions in the Proposed Plan to address the site. The Nebraska Department of Environmental Quality concurred on the preferred alternative in the Proposed Plan.

After the comment period closed, EPA selected an interim remedy, as documented in the ROD. The ROD includes a summary of EPA's responses to comments received during the public comment period.

ABOUT THE CONTAMINATION

Volatile organic compounds (VOCs) are the contaminants of concern at the Parkview Well site.

The City of Grand Island and the Nebraska Health and Human Services found contamination in municipal and private wells in 2001. The state and city conducted more sampling and discovered that the contamination extended to the southwestern city limits and beyond. This sampling showed tetrachloroethylene (PCE) and 1,1 Dichloroethene (1,1-DCE), found in common industrial solvents, at levels above drinking water standards in a municipal well and several private wells in the area. In August 2003, EPA was asked by the state to help find the source of the contamination.

Investigations have identified two apparent plumes of ground water contamination. EPA performed a remedial investigation (RI) at the southern portion of the site. CNH America performed an RI at the northern portion of the site. These activities have helped to identify the sources of contamination and define the extent of contamination. EPA also prepared a focused Feasibility Study for the site which evaluates different interim alternatives to clean up the contamination and protect the drinking water supply.

SELECTED REMEDY

The selected remedy has been designed to prevent further contaminant migration at OU1 and to achieve interim goals within the shortest amount of time. The remedy represents proven, practical, and cost-effective technologies that can achieve the interim remedial action objectives, and contribute to achieving the final remedial action objectives. The interim remedy includes:

Performance of the interim action will be carefully monitored in accordance with the plans to be developed during the design activities. EPA will use the monitoring data to evaluate the effectiveness of the remedy. EPA and the State may reconsider the remedy decision if data show that it is not effective.

Reviews at least every five years, as required by CERCLA, would be necessary to evaluate the effectiveness of any of these alternatives if hazardous substances remain on-site in concentrations above health-based levels.
