Record of Decision for Remedial Action Signed - Riverfront Superfund Site, Operable Unit 5, New Haven, Missouri
INTRODUCTION
EPA Region 7 has signed a Record of Decision (ROD) for a Remedial Action that addresses contaminated ground water at the Riverfront Superfund Site, Operable Unit 5 (OU5) in New Haven, Missouri. This action is being taken under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), also known as the Superfund law. The ROD was signed on December 7, 2006. The Missouri Department of Natural Resources (MDNR) supports the selected remedy.
EPA convened a public hearing in New Haven on September 14, 2006, to present the Proposed Plan to the local community and to receive feedback about the proposal. EPA did not receive any written comments on the proposal. A comment from an attendee at the public hearing has been addressed in the Responsiveness Summary section of the ROD. The ROD is available for review at the New Haven Regional Library.
SITE BACKGROUND
In 1986, the volatile organic compound (VOC), tetrachloroethene (PCE) was detected in two public-supply ground water wells owned by the city of New Haven. Following the discovery of the contamination, two new public-supply wells were installed in the southern part of the city and several investigations to determine the source of the contamination were conducted by MDNR and EPA. The PCE contamination prompted the listing of the Riverfront Site on the National Priorities List in December 2000.
The Riverfront Site encompasses six OUs in and around the city of New Haven. This ROD represents the remedy selected for OU5, also referred to as the Old Hat Factory. OU5 is located on a 1.9-acre parcel just south of downtown New Haven on the corner of Maupin Avenue and Wall Street. The Langenberg Hat Company operated at this location from 1928 until it closed due to bankruptcy in 2002. A Remedial Investigation was conducted for OU5 to document the extent and magnitude of PCE contamination at OU5, to determine the relation between OU5 and the contaminated and closed public-supply wells, and to characterize the human health and ecological risks posed by the contamination at OU5.
SELECTED REMEDY
Elevated concentrations of PCE were found in ground water and low levels of PCE were found in soils at OU5. The remedy for OU5 includes institutional controls and monitoring which will be used to prevent exposure to ground water contamination. The remedy for OU5 includes the following key components:
- Monitoring the ground water through periodic sampling at selected monitoring wells.
- Monitoring well sampling parameters will include VOCs and field geochemistry.
- Monitoring nearby wells on a recurring basis, particularly immediately prior to five-year reviews.
- Institutional controls to limit certain land uses, provide notice of the contamination to future owners and users, and educate the public on the potential health hazards by contaminants at OU5.
Through the periodic sampling of ground water monitoring wells, any changes in the contaminant concentrations should be detected and documented over time. Monitoring the contaminated ground water will provide a greater level of protection to local residents since substantial changes in the ground water contaminant concentrations would be discovered, and additional remedial action would be taken if necessary.
