SmartWay 2.0 Development

The SmartWay Partnership is Transitioning to a New System: SmartWay 2.0

The SmartWay Transport Partnership helps freight sector companies reduce greenhouse gas emissions and improve energy efficiency through strategies, financing, and advanced technologies. In response to the evolving needs of SmartWay partners, EPA is developing an expanded version of the program referred to as SmartWay 2.0.

The SmartWay team welcomes partner feedback and input during this development process. We invite partners with ideas for SmartWay 2.0 to contact us via email at: smartway_transport@epa.gov with the words “SmartWay 2.0 Transition” in the subject line. You may also provide input through your SmartWay Partner Account Manager.

In the fall of 2008, EPA hosted initial meetings with volunteer groups of partners (Partner Advisory Groups) to explore SmartWay 2.0 design options. These Partner Advisory Groups are similar to the initial SmartWay Charter Partner group which helped EPA develop the original SmartWay program.

On October 14, 2008, all SmartWay Partners were invited to attend a webinar entitled "SmartWay 2.0 & Supply Chain" where EPA presented the proposed next phase of the program.
EPA continues to work with the SmartWay 2.0 Partner Advisory Groups to develop SmartWay 2.0 and explore implementation strategies. EPA expects to fully develop SmartWay 2.0 "by the end of 2009".

SmartWay 2.0 expands the program’s scope to include all modes of land, sea and air freight transport. EPA is creating emissions performance models for each of these modes. All of the models are designed:
         - with ease of use in mind
         - to include standardized and transparent data reporting
         - to result in better data quality and more accurate environmental
           performance assessments.

The model submission process will be automated and streamlined, and will help Partners showcase their environmental performance to customers and the public. SmartWay 2.0 will also allow shippers and carriers to evaluate their best options for reducing their environmental footprint and their operating costs at the same time.

The SmartWay 2.0 models will determine g/mile, g/average payload ton-mile, and g/volume-mile efficiency factors for all transportation providers at the company division level.   These emission factors will be used in Transportation Management Software (TMS) applications to calculate carbon inventories and carbon efficiencies for TMS users.   This will enable companies to calculate very specific carbon inventories and to optimize their carbon efficiencies, in the same way they optimize cost and delivery time.  
The use of SmartWay emission factors in major TMS systems will enable SmartWay to become the global standard for calculating freight transportation carbon emissions.  

SmartWay has been working with a number of Transportation Management Software providers.  To date, the following companies have agreed to use SmartWay emission factors in their TMS applications.

EPA continues to work with the SmartWay 2.0 Partner Advisory Groups to refine the SmartWay 2.0 vision, resolve issues and concerns, and explore implementation strategies. Topics such as establishing carrier partner performance criteria, refining data collection needs, and identifying shipper-specific efficiency metrics are currently under exploration.

EPA expects to fully develop SmartWay 2.0 "by the end of 2009", and transition to full  implementation during the 2010 data collection cycle. Until 2010, the Partnership will remain the same. We will contact partners when the new model drafts are available and post them here.
