Data Sharing Pilots
EPA Headquarters, in collaboration with EPA Region 9, Terradex, and California local land use agencies, is conducting an institutional controls (ICs) data sharing pilot. Through the pilot, IC information will be shared between the partners to provide increased public protection and to promote site redevelopment through the monitoring of ICs and informed land use decisions.
The data sharing strategy for the pilot is as follows:
- EPA and EPA Region 9 will generate IC information from their varied cleanup programs and then share it with Terradex. Terradex provides a service through its unique database to monitor property transactions, building permits, excavations, and water resource activity. From Terradex, environmental agencies will receive alerts, empowering the agencies to ensure IC compliance.
- Terradex will accept government agency or responsible party-provided IC information and monitor local land use activities against the IC restrictions. Terradex will provide IC alerts to environmental agencies and responsible parties if land activities seem in conflict with IC restrictions.
- Local land use agencies, including the local One-Call service, will provide Terradex with access to pre-existing land use and land activity information such as proposed excavations, well permits, real estate transaction, and building permits. Local government permit writers will receive IC information from Terradex to inform the permit-granting decision process.
- Responsible parties will provide Terradex with ICs at sites of interest. Terradex will alert responsible parties of conflicting land activities at their sites. Responsible parties will take proactive steps to assure safety and health, thereby assuring compliance with ICs.
Providing increased long-term IC reliability will enable state and federal environmental agencies to approve IC-utilizing cleanups. In addition, through the clear depictions and access to IC information provided by the pilot and partnerships, future redevelopment at sites with ICs will be able to occur with full knowledge of pre-existing restrictions and insights concerning whether IC modification or IC termination can occur.
