Beginning on January 1, 2003, the Office of Superfund Remediation and Technology Innovation (OSRTI) will require the use of FORMS II Lite on all CLP samples. FORMS II Lite will be gradually phased into other Superfund programs where the use of the software by October 1, 2003 will be required, as appropriate. Use of FORMS II Lite is an important step for EPA to meet the Government Paper Elimination Act (GPEA) by establishing an E-Gov paperless work place. By integrating FORMS II Lite with future automated analytical tools, it will make possible a fully digital analytical data management infrastructure that provides faster and more services to meet the needs of EPA.
Effective January 1, 2003, the contractors performing sample work for the CLP shall be required to use FORMS II Lite to manage sample collection, documentation, and submission of all relevant reports, including electronic traffic reports. Samplers should refer to the instructions for the submission of electronic traffic reports if they have any questions. If samplers do not have access to this information, or have additional questions, they can call the FORMS II Lite Help Desk at (703) 818-4200.
Regional science and technology organizations (e.g. Regional laboratories) have the option of using FORMS II Lite, and are strongly encouraged to do so. The ultimate goal is to automate the entire analytical data management infrastructure by integrating different components using the "write once - use many" concept. FORMS II Lite, with its ability to electronically capture field data, can export the data to the Laboratory Information Management System (LIMS) and the Sample Management Office (SMO) to reduce manual transcription errors and save time and resources.
See Directive 9240.0-38 (PDF, 243K, 4 pages) for details on the requirements and exemptions.
