The Toxics Release Inventory – Made Easy Web (TRI-MEweb) is a Web-based application that enables facilities to file a paperless TRI report, significantly reducing data errors and allowing instant receipt confirmation of submissions. TRI-MEweb requires no downloads or software installs, and is EPA's preferred method for reporting toxic chemical releases under the TRI Program. How does TRI-MEweb work?

Are you having problems opening the CDX login webpage to launch TRI-MEweb ?

If the CDX login Web site is down for a legitimate reason (i.e., maintenance, system update) , an announcement should be posted on the TRI web site http//www.epa.gov/tri/. However, if the CDX login Web site is operational, but the Web page appears broken on your computer, your browser’s security settings may have TLS 1.0 security setting disabled, which can make the CDX login Web page appear as if it were down, but in fact it is not. If that occurs, please follow these steps to correct the security settings on your browser.

  1. Go to Tools → Internet Options.
  2. Then, select the "Advanced" tab.
  3. Scroll down to the "Security" group of checkboxes.
  4. Ensure that "Use TLS 1.0" is checked.
  5. Refresh the CDX log in page by pressing F5 on your keyboard.

Automatic Updates
TRI-MEweb does not require the download and installation of any software and can be accessed from any computer with a Internet connection.
Enhanced Data Quality and Validation Assistance TRI-MEweb has built-in data quality checks that help facilities validate chemical release data entered.
Facility and Chemical Quick Lists TRI-MEweb has built-in facility and chemical quick lists to allow users to skip entire sections of the TRI Form R that are not applicable to their facility.
Prior Year Data Preloading TRI-MEweb stores data from the previous five reporting years for each facility so that users will no longer have to maintain and load the data each year.
Third-Party Load TRI-MEweb will now accept valid XML chemical data files from third party software to expedite multi-chemical reporting. More information.
Search Off-site Transfer Locations Facilities will be able to search in TRI-MEweb for off-site transfer locations that are POTWs and RCRA sites using location parameter data (name, address, city, state or county, or any combination of these fields).
Water-body Web Service A new GIS tool allows facilities to locate the nearest water body where the chemical release is being reported.
Enhanced Section 8 Calculator Facilities will automatically have their Section 8 data calculated for them based on what was entered in Sections 5 and 6.
Electronic revisions/withdrawals TRI-MEweb supports the revision and withdrawal of previously submitted and certified TRI forms filed from RY 2005 through RY 2011. Please note that withdrawals may be subject to audits conducted by EPA at any time.

I need to load my facility account into TRI-MEweb, how do I get the access key assigned to my facility?

Can't see your facility account in TRI-MEweb?
Some facilities may need to obtain their assigned six-to-seven character digit "access key" that will uniquely identify the facility profile record and load it into TRI-MEweb. TRI-MEweb keeps up to five years worth of chemical release data in each facility account (RY 2005-RY 2010).
Technical Contact Person listed on the prior year's TRI forms that is designated as the technical contact for a facility.
Access Key A six-to-seven character identification number that is generated for each TRI facility identification designator (TRIFID) needed in order to securely load facility data into the TRI-MEweb account. Access keys do not change from year to year.
Who may need to request an access key?
  • New preparers that have created a new CDX account and will transmit TRI forms for a facility that has reported TRI chemical releases to EPA in the past.
  • Preparers that want to add an unlisted facility to their TRI-MEweb account.
  • Preparers that have accidentally deleted facility profiles from their TRI-MEweb account.
  • If a facility has not previously reported to the TRI Program a TRIFID and access key will be automatically generated.
Instructions on how to obtain your access key

Option 1: TRI sends an email or hard-copy letter to the technical contact or the certifying official when the most current TRI-MEweb application becomes available (usually January of every year).

Option 2: If you do not have an email or a hard-copy letter from EPA that contained your access key, please call the CDX Hotline at helpdesk@epacdx.net or call toll free: 1-888-890-1995 to request your facility-specific access key. You will need your TRIFID and the technical contact name/phone number provided in the prior year's TRI forms to verify your identity.

Note: If your facility has changed ownership during the past calendar year, the TRIFID remains the same because this identification number is assigned to the physical location and not to a specific company or proprietor.

How do I get an ESA approved by EPA?

Use the table below to determine whether you need to request an ESA; and if so, how to obtain one.

Important Notice!
Please note that in order to use TRI-MEweb to certify any pending forms transmitted to CDX, new certifying officials must register for the application in CDX. This registration requires the printing, signing, and mailing of an ESA to EPA's data processing center (address below). Please allow adequate time for the mailing and processing of this form, which is estimated to take a minimum of 5 business days.
When does/doesn't your certifying official need to request a new ESA?
  • An ESA is needed for a new certifying official that is designated to a TRI facility.
  • An ESA is needed if your certifying official used CDX to transmit and certify submission(s) in RY 2008 using the now outdated TRI-MEdesktop/cd software and has not added TRI-MEweb to their CDX account (rare occurrence).
  • An ESA is needed if your preparer accidentally deletes the certifying official user profile with a previously approved ESA from TRI-MEweb after 45 days reactivation period has expired.
  • An ESA is needed if your certifying official wants to add a new TRIFID to their already approved list of facilities. You may notice that a pending submission is not showing up in certifying official module from a specific facility that is not listed.
  • An ESA is not needed if your certifying official submitted a signed ESA and EPA approved it in a previous year. He/she may continue to certify forms in following reporting years for the same facilities registered in their CDX certification module.

How to obtain a copy of your ESA

What are the TRI-MEweb tutorials?

The TRI-MEweb tutorials are designed to demonstrate how different tasks are performed within the Web-based application reporting tool. These tutorials are designed for new users, as well as, experienced users. To watch a tutorial, navigate to the new TRI-MEweb tutorial web page.

Do I need to submit a paper TRI form to my state?

Facilities that use TRI-MEweb and reside in a State participating in the TRI Data Exchange (TDX) will have their forms sent simultaneously to EPA and their respective State officials via the Central Data Exchange (CDX). TRI-MEweb will automatically determine if your facility resides in a TDX member state.

Please be aware that if your facility does not reside in a state participating in the TDX, submitting your TRI forms via the Internet only partially meets your reporting requirement. A hard-copy form must be mail to you State TRI program. TRI-MEweb can assist you in preparing the hard-copy materials containing your TRI data that you can submit to your State separately and in the required format specified by your State (i.e., diskette, paper, etc.).

Can I use the TRI-MEweb application if I have my own TRI software?

Some facilities have their own software or use private software to assist in collecting chemical release data that must be reported under EPCRA Section 313. This "third party software" is often designed to produce output data files that match EPA's electronic data structure specifications. In past versions of the suite of TRI-ME software, the file format consisted of 18 magnetic media flat files, which made uploading the file type burdensome. These third-party files contain data from numerous chemical releases that may be present at a single facility. Uploading these data files reduces the facility's burden by automating the data entry into the TRI-ME software. However, a more versatile file format is now being used, extensible markup language (XML). The TRI-MEweb application began accepting valid third party XML files from third party vendors in RY 2009.

In order to use this new feature, facilities will need to create third party data files that are valid against the TRI XML Schema Exit Disclaimer.
