Near-road Monitoring

This webpage is intended to provide information regarding the implementation of national near-road monitoring stations. Materials to be provided on this webpage include the Near-road NO2 Technical Assistance Document, the Near-road NO2 Pilot Study, materials used in support of the near-road NO2 pilot study, and other related near-road monitoring resources. Additional near-road monitoring resources, particularly those regarding research, can be found on EPA’s Office of Research and Development’s Near Roadway Research webpage.
Near-road NO2 Technical Assistance Document (TAD)
The EPA is in the process of developing the Near-road NO2 Technical Assistance Document (TAD). The Agency has agreed to share draft versions of the TAD during its development. It is critical to note that until the TAD is finalized, any draft versions shared here will be labeled as such, and are subject to revision. The December 21st, 2011 draft reflects comments from the CASAC AMMS, their September and November 2011 teleconferences discussing their review of the TAD, and their draft letter to the EPA administrator. In addition, this latest draft reflects local, state, and federal stakeholder comments. Major additions and improvement since the last draft include:
- the addition of text describing more of the overarching objectives of the near-road NO2 network (as was discussed in the preamble to the final NO2 NAAQS rule)
- the addition of a quick-start guide
- increased discussion on near-road safety concepts
- the addition of discussion on selecting a second near-road site
- increased discussion on site selection decision-making
- improvements on the discussion of using EPA MOVES and AERMOD to model roadway segments
The EPA anticipates finalizing the TAD early in 2012 upon receipt of the final CASAC letter regarding the review of the TAD, and after a final review by internal and external stakeholders participating on the TAD development workgroup.

Near-road NO2 Pilot Study
In conjunction to the development of the Near-road NO2 TAD, a near-road NO2 pilot study was initiated by state and local air monitoring stakeholders to evaluate, improve, and document the near-road monitor siting process with EPA, and to provide firsthand experience to several air agencies in the full installation of a near-road NO2monitoring station. The near-road NO2 pilot was organized between the National Association of Clean Air Agencies (NACAA), volunteer state and local air agencies, and the EPA. The experiences gained in the pilot study are intended to be shared by those air agencies participating in the pilot with the air monitoring community. Materials provided here are products of the pilot activities, including the final study report (which includes sample data) and the Quality Assurance Project Plan.
