Abstract: On April 21, 2000, EPA incorrectly published a preliminary draft of the interpretative rule instead of the final interpretative rule. This notice withdraws the incorrect rule (65 FR 21363). The correct interpretative rule will be published on the same day that this withdrawal notice is published.
