Abstract: On July 7, 1999, EPA issued a direct final rule that amends and clarifies the national standard for emissions of hazardous air for off-site waste and recovery operations. The amendment extends the conpliance date for existing sources by seven months, to February 1, 2000. The rule applies to owners and operators of facilities that are major sources of hazardous air pollutants and manage certain wastes, used oil or used solvents received from off-site locations.
