Abstract: Changes definition of "major source" in part 70. Deletes requirement for sources to count fugitive emissions when determining major source status, if source is in a category subject to section 111 or 112 standards promulgated after August 7, 1980. Change also requires sources to consider all air pollutants when counting fugitive emissions. Sources are still required to count fugitive emissions of all toxic air pollutants.
