Public Notice: Proposed Permit for Suquamish Wastewater Treatment Plant in Washington
Summary
EPA is re-proposing its draft National Pollutant Discharge Elimination System (NPDES) permit for the Suquamish Wastewater Treatment Plant in Washington.
On September 19, 2019, EPA released a draft NPDES permit for public comment. The comment period closed on October 21, 2019. Based on new information since that time, EPA has added conditions to the draft permit.
EPA is only seeking comments on the following proposed changes to the 2019 draft permit:
- Quarterly per- and polyfluoroalkyl substances (PFAS) monitoring in influent, effluent and sludge.
- Reduction of monitoring frequency for enterococci bacteria.

Kitsap County owns and operates the Suquamish Wastewater Treatment Plant, an existing discharger located in Suquamish, Washington. The facility discharges treated effluent to Washington state waters in Port Madison Bay (Puget Sound).
The facility serves a resident population of 2,770, and receives approximately 81,500 gallons per day of wastewater from the Suquamish Clearwater Casino Resort. The collection system has no combined sewers and here are no major industries discharging to the facility.

Tentative Determination
The Region 10 office of the EPA has tentatively determined to issue a discharge permit to the applicant.
Water Quality Certification
EPA has already received Clean Water Act section 401 certification from Washington Department of Ecology for the NPDES permit. The certification contained conditions that are included in the re-proposed permit. EPA is not accepting comments on these conditions because they are required to be incorporated into the permit pursuant to Clean Water Act section 401(d).
