Summary of Mendenhall Valley Particulate Matter (PM-10) Limited Maintenance Plans
Background
The Mendenhall Valley area of Alaska was designated nonattainment for PM10 and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.
On June 22, 1993, Alaska submitted a PM10 nonattainment plan to the EPA. The EPA approved the submitted plan on March 24, 1994 (59 FR 13884 (PDF)(About PDF)).
On May 8, 2009, Alaska submitted a PM10 Limited Maintenance Plan for the Mendenhall Valley nonattainment area and requested the area to be redesignated to attainment for the PM10 NAAQS.
The EPA determined, on July 16, 2010, that the Mendenhall Valley area had attained the PM10 NAAQS as of the extended attainment date of December 31, 1995 (75 FR 41379 (PDF)). Subsequently, the EPA approved the Mendenhall Valley PM10 Limited Maintenance Plan and redesignated the area to attainment on May 9, 2013 (78 FR 27071 (PDF)).
On November 10, 2020, Alaska submitted a second 10-year PM10 Limited Maintenance Plan for the Mendenhall Valley area. The plan relies on control measures contained in the first 10-year plan. The EPA approved the plan on October 22, 2021 and determined that the area continues to monitor PM10 levels well below the NAAQS (86 FR 58807 (PDF)).
Summary
The strategy focuses on control of wood smoke emissions and fugitive dust sources.
