SENATE CONFIRMS MORRIS X. WINN AS EPA ASSISTANT ADMINISTRATOR FOR

The U.S. Senate has confirmed Morris X. Winn to be Assistant Administrator for EPA’s Office of Administration and Resources Management. Winn will be the Agency’s senior official responsible for personnel and human resources management, all acquisition and procurement of supplies and services, and management and oversight of EPA grants.
EPA Administrator Christie Whitman said, “I look forward to working with Morris Winn to provide EPA with the resources it needs to protect public health and the environment. His extensive management experience will be a great asset.”

Winn, a resident of Austin, Texas, has held various management positions in the Texas state government since 1973. Prior to accepting this position, he served as Division Manager of Human Resources for the Texas Comptroller of Public Accounts. In this capacity, Winn had been responsible since January 1999 for management of all human resource functions, including personnel administration and training, implementation of recruitment policies and development of an employee handbook. For the previous five years Winn was the Deputy Commissioner for Human Resources for the Texas Department of Insurance. Prior to 1994, Winn held several other positions dealing with human resources management in the Texas Office of Attorney General and the Texas Governor’s Office of Budget and Planning. Winn has also worked in the private sector.

A certified mediator, Winn is a 1975 graduate with a degree in business administration from Prairie View A&M University.
