WASHINGTON STATE MAN TO RESTORE INDIAN FISHING RESOURCE

In U.S. District Court in Seattle, Wash., Ronald Lavigueure of Monroe, Wash., pleaded guilty on March 5, to a violation of the federal Clean Water Act for dredging and filling a portion of the West Fork of Woods Creek, which is a major contributor to the Skykomish River. The river is a spawning area for coho, chinook, pink and chum salmon which are an important resource for the Tulalip Indian Tribe. Lavigueure altered the waterway to construct an extensive personal recreational area without a permit in an area designated as a restricted conservancy area by Snohomish County. In conjunction with his guilty plea, Lavigueure agreed to restore the West Fork of Woods Creek to its original course and appearance. This environmental justice case was investigated by EPA's Criminal Investigation Division and Washington State Department of Ecology.
