The EPA will hold a virtual public hearing on July 24, 2024 to provide the public the opportunity to present comments and information on the Agency’s proposed Federal Implementation Plan (FIP) for Nonattainment New Source Review (NNSR) Program; Mojave Desert Air Quality Management District (MDAQMD), California. In this action, the EPA is proposing to promulgate a FIP under the Clean Air Act (CAA) that consists of NNSR rules for the portions of the following nonattainment areas that fall under the jurisdiction of the MDAQMD: the San Bernardino County portion of the West Mojave Desert Nonattainment Area for the 2008 and 2015 8-hour ozone national ambient air quality standards (NAAQS or “standards”), and the San Bernardino County and Trona Planning Area Nonattainment Areas for the 1987 coarse particulate matter (PM10) NAAQS. The NNSR rules would apply to proposed new major stationary sources and major modifications at existing stationary sources. The proposed FIP, if finalized, would be implemented by the EPA, unless and until replaced by an EPA-approved state implementation plan (SIP) submission of an NNSR applicable in the nonattainment areas under the MDAQMD’s jurisdiction.
