Cleanup Status
Pennsylvania Department of Environmental Protection (PADEP) visited the Senus USA ,facility and met with company representatives on July 30, 2002. EPA has reviewed the existing environmental information and determined that further investigation is required. In coordination with EPA, the Facility is performing additional groundwater and vapor intrusion investigations. EPA determined the Environmental Indicator Human Exposures was under control on September 23, 2021 and also Environmental Indicator Groundwater Migration was under control on September 21, 2021.
Site Description

The site is an 18-acre parcel located in the City of DuBois, Pennsylvania. Beginning sometimes in the 1800 until 1876, the Invensys facility was used as a lumber mill, and then was used as an iron and steel foundry until 1937. After 1937, the plant was used for the manufacture of domestic gas meters and gas regulation equipment. Manufacturing activities at the site include gas meter assembly, testing, painting, diaphragm fabrication, plastic molding, white metal die casting, wet scrubbing of air emissions from diaphragm vulcanization process, machining, degreasing, and tin plating. Cleanup activities conducted by Rockwell Inc.
Plant No. 1 was acquired by M&FC Holding, LLC in December 2003, and the facility currently operates under the name Sensus Metering Systems North America (Sensus). Current site activities include the manufacture of natural gas meters and gas regulation equipment. Manufacturing processes include gas meter assembly, testing, painting, and diaphragm fabrication; plastic molding; white metal die casting; wet scrubbing of air emissions from diaphragm vulcanization process; machining; degreasing; and tin plating. The site is presently used for commercial/industrial purposes and is expected to continue to be used for commercial/ industrial purposes in the future. During the ownership of Plant No. 1, Rockwell conducted activities associated with gas meter assembly and testing.
Contaminants at this Facility
Volatile organic compounds (VOCs, primarily TCE and vinyl chloride, are found in Groundwater concentrations above the MCLs. Concentrations of TCE in Subsurface soils in the Former TCE Storage tank area exceed the EPA non-residential direct contact screening level.
Institutional and Engineering Controls at this Facility
The need for Institutional Controls is yet to be determined.
Land Reuse Information at this Facility
The plant is currently being used for the manufacture of natural gas meters and gas regulation equipment.
Site Responsibility at this Facility
Resource Conservation and Recovery Act Corrective Action activities at this facility have been conducted under the direction of EPA Region 3.
