Cleanup Status
The final remedy for the facility is complete and consists of land and groundwater use restrictions. More information on EPA’s final remedy can be found in the Statement of Basis and Final Decision, which became effective on July 1, 2021.
Cleanup Background
Environmental investigations of the facility began in the early 2000s. Ultimately, a Remedial Investigation, Cleanup Plan, and Final Report were submitted under Act 2 and approved by PADEP in 2010, 2013, and 2021, respectively. Cleanup activities primarily consisted of excavating most areas of contaminated soil and capping former disposal areas and other areas unable to be excavated.
Human exposures to contamination and migration of contaminated groundwater are both under control at the facility; these indicators were completed in August 2020.
Site Description

View larger mapManufacturing of large water tanks and other railroad industry equipment began in 1911 at the facility under the ownership of the Chicago Bridge & Iron Company. In 1989, Trinity Industries purchased the facility and used it to manufacture rail cars until 2000, when operations ceased. The facility currently remains inactive, with a small worker crew providing security and general building/site maintenance.
Contaminants at this Facility
Primary contaminants include lead in soil and manganese in groundwater, with some volatile and semi-volatile organic compounds, pesticides, and other metals in soil and groundwater in limited areas of the facility.
Institutional and Engineering Controls at this Facility
Institutional controls include restrictions on residential land use and potable groundwater use, as well as a continuing obligation to maintain caps or structures overlying areas of remaining soil contamination.

RCRA Corrective Action activities at this facility have been conducted under the direction of EPA Region 3 with assistance from PADEP.
