Public Notice: Resource Waste Services of Epping Permit
Summary
Resource Waste Services of Epping, Inc. owns and operates a facility located at 270 Exeter Road, Epping, NH, 03042 (RWS). RWS currently conducts solid waste management (i.e., processing/treatment of construction and demolition debris, and contaminated soil solidification) at this location pursuant to its State of New Hampshire Solid Waste Standard Permit (DES-SW-SP-92-003). RWS has applied to obtain a Toxic Substances Control Act (TSCA) Permit for temporary storage of materials, such as dredging, drilling, and slurry spoils and industrial and construction soils, that are contaminated by PCBs. RWS proposes to accept soils that contain concentrations of PCBs between one (1) part per million (ppm) and less than (<) 50 ppm. The solidification process is a soil conditioning step that will not result in the destruction of PCBs.
On April 18, 2024, RWS submitted an initial application to U.S. EPA to commercially store PCB waste at RWS. RWS has also submitted to the New Hampshire Department of Environmental Services (NHDES) an application to modify its existing Standard Permit to accept non-hazardous soil contaminated by PCBs, such as dredging, drilling, and slurry spoils and industrial and construction soils whose moisture content does not allow for acceptance at solid waste landfills.
