Public Notice: Proposed Settlement with City of Cascade for Clean Water Act Violations in Idaho
Summary
EPA is providing notice of a proposed administrative penalty settlement with the City of Cascade (respondent) for violations of the Clean Water Act at its wastewater treatment plant located in Cascade, Idaho.
EPA alleges that the respondent:
- Failed to comply with the special conditions of the permit regarding outfall monitoring.
- Failed to submit water monitoring data, yearly reports, and other noncompliance reports.
- Failed to maintain operating licenses, observation logs, and documentation of equipment calibration.
- Exceeded effluent limits for percent removal of BOD 5-day, percent removal of suspended solids, and E. coli.
This action is being simultaneously commenced and concluded in a legal document called an Expedited Settlement Agreement. Under the proposed agreement (see "Related Documents" below), the City of Cascade has agreed to pay a civil penalty of $7,620.
