This technical guidance describes how to use EPA's MOVES2014/2014a models to estimate greenhouse gas emissions and/or energy consumption from on-road vehicles in a state or metropolitan area. This guidance replaces the November 2012 version that was previously available on this website.Note: This guidance is based on MOVES2014 but largely applies to the latest version of MOVES with the following changes:
- The “National Scale” in MOVES2014 is now called the “Default Scale” in MOVES;
- The “Custom Domain” option in MOVES2014 is no longer available as of MOVES3. For GHG analyses using a later version of MOVES, a geographic area that is smaller or larger than a county can be modeled by choosing the relevant county and including inputs that reflect the geographic area being modeled.
- Motor Vehicle Emission Simulator (MOVES) is a state-of-the-science emission modeling system that estimates emissions for mobile sources at the national, county, and project level for criteria air pollutants, greenhouse gases, and air toxics.
