How to Access Risk Management Plan Information
Risk management plans (RMPs) provide valuable information to local fire, police, and emergency response personnel to prepare for and respond to chemical emergencies in their community. Making RMP information available to the public also fosters communication and awareness to improve accident prevention and emergency response practices at the local level.
There are several ways the public can access or request certain RMP information.

Federal Reading Rooms
RMP information may be accessed via the Federal Reading Rooms which are open to the public to review RMP information. You may access Off-Site Consequence Analysis (scenarios) portions of RMPs. RMP information without Off-Site Consequence Analysis is available on request.
Vulnerable Zone Indicator System
The Vulnerable Zone Indicator System (VZIS) can help you determine if your area could be affected by a chemical accident at a facility that submitted an RMP. Users can find information by entering a street address or latitude/longitude.
Freedom of Information Act
Some RMP information is available through the Freedom of Information Act (FOIA) request process. Please make your FOIA request through FOIAonline, which allows the public to:
- electronically submit FOIA requests,
- modify requests,
- communicate with the EPA about the status of a request,
- search previously submitted requests,
- view responsive documents that are cleared for release,
- access a dashboard with information about the status of a request, and
- file an appeal.

The PDS tool is offline while the Agency evaluates and makes enhancements to reflect changes to the information of the Risk Management Program. This webpage will be updated as the status of the tool and rule becomes available.
