This technical guidance describes how to use EPA's MOVES4 model to estimate greenhouse gas emissions and/or energy consumption from onroad and nonroad vehicles in a state or metropolitan area. This guidance replaces the June 2016 version that was previously available on this page. - Motor Vehicle Emission Simulator (MOVES) is a state-of-the-science emission modeling system that estimates emissions for mobile sources at the national, county, and project level for criteria air pollutants, greenhouse gases, and air toxics.
